You have referred to this a few times, now. The only practical solution to that is to limit the number of accounts a person can have and a) CCP won't be reducing their income that way (although I know macroers get around this with trial accounts) and b) do you have any idea the manhours it would take to track down spoofed accounts? They're not going to spend money on that, either. Just like they're not going to spend money on dedicating GMs to macro petitions.
No, the only real solution is an in game solution. While the in-game game might be attractive to some I find it rather silly and would get quite annoyed if I had to do something like that while mining. Other solutions posited are interesting but, looking at them from a resource point of view they would cause similar problems to the 'too many drones in space' issue that RMR is going to start solving. Do we really want to suggest more ways to bog down the servers?

Not pirate factions of course, but something we are all to familiar with, the ore thief.
Picture, if you will, a NPC faction that a player could engage without Concord intervention, like the pirates, but something like say, "Wildcat salvage corp".
These NPC industrial ships would prowl the belts of high sec empire, looking for "salvage". They would pickup all jettison cans they find. Taking a full jet can without a problem. If destroyed, they would disgorge a smattering of what they held, perhaps some random ore, or cheap modules.
As Kurtz' says it is elegant, utilizes existing mechanics, most noob miners aren't using jet cans anyway (I certainly didn't in my first few months unless I was mining with other folks and we had cover). This solution would maintain an 'immersion factor' and reduce yields for macro miners and, in turn, reduce the ISk they can sell on EVE.
